11/11 Execution Authority Whitepaper
This document introduces the 11/11 Execution Authority architecture — a deterministic control plane that enforces identity, policy, context, and system state before any AI or autonomous system is permitted to execute.
Unlike traditional AI systems that operate without enforceable pre-runtime control, 11/11 establishes a fail-closed execution model where execution is not trusted by default and must be cryptographically authorized.
This architecture is designed for defense, financial infrastructure, and regulated environments where execution must be provable, auditable, and controlled.
