11/11 Agent Governance Standards Initiative

Version: Draft v0.1

Classification: Agent Memory Governance Specification

Specification Family: Autonomous Runtime Governance Standards

Abstract

EG-AGENT-004 defines agent memory governance requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory memory governance controls including deterministic memory validation, fail-closed runtime enforcement, cryptographic memory integrity verification, immutable synchronization continuity, distributed telemetry propagation, and governance continuity across autonomous runtime systems.

The framework positions agent memory governance as a deterministic runtime integrity layer rather than a permissive autonomous memory persistence mechanism.

1. Agent Memory Governance Principle

Governed autonomous systems MUST maintain deterministic memory integrity continuity.

Governed runtime environments SHALL enforce:

• memory synchronization continuity• runtime governance synchronization• cryptographic memory verification• immutable execution continuity• distributed telemetry synchronization• fail-closed runtime protections

Any unverifiable memory condition SHALL trigger deterministic containment protections.

2. Memory Governance Coordination Requirements

Governed runtime environments SHALL maintain memory coordination systems responsible for:

• memory synchronization propagation• runtime telemetry continuity• governance routing coordination• distributed execution consistency• immutable audit continuity• cross-domain synchronization integrity

Memory coordination SHALL remain synchronized across all runtime systems.

3. Deterministic Memory Validation

Execution governance systems SHALL validate:

  1. Memory Integrity Continuity

  2. Governance Policy Synchronization

  3. Runtime Integrity Verification

  4. Memory Scope Continuity

  5. Cryptographic Memory Validation

  6. Immutable Audit Synchronization

  7. Distributed Runtime Consistency

  8. Execution Lineage Continuity

Validation failures SHALL trigger fail-closed protections.

4. Fail-Closed Memory Enforcement

Governed runtime environments MUST operate under deterministic fail-closed protections.

Failure conditions SHALL trigger containment including:

• memory synchronization interruption• runtime governance mismatch• cryptographic verification failure• immutable audit discontinuity• distributed coordination inconsistency• unauthorized memory modification• runtime state divergence• unverifiable memory transitions

Execution MUST default to containment during memory uncertainty.

5. Cryptographic Memory Verification

Governed execution systems SHALL implement cryptographic memory verification supporting:

• signed memory events• runtime integrity verification• immutable proof continuity• distributed trust synchronization• governance evidence propagation• audit authenticity validation

Cryptographic verification SHALL remain continuous during runtime propagation.

6. Immutable Runtime Continuity

Execution governance environments SHALL maintain immutable runtime continuity supporting:

• tamper-evident memory records• immutable synchronization continuity• distributed runtime replication• telemetry continuity synchronization• audit persistence continuity• governance evidence traceability

Runtime continuity SHALL remain immutable and verifiable across distributed runtime systems.

7. Distributed Runtime Synchronization

Distributed runtime governance systems SHALL synchronize:

• memory continuity propagation• runtime telemetry synchronization• distributed execution consistency• cryptographic synchronization continuity• immutable audit persistence• runtime governance integrity

Desynchronization SHALL trigger deterministic containment protections.

8. Memory Governance Traceability

Governed execution environments SHALL maintain deterministic traceability including:

• memory lifecycle records• governance synchronization telemetry• orchestration routing references• cryptographic proof references• immutable audit records• distributed coordination metadata• execution continuity records

Traceability SHALL remain continuously available for verification and audit inspection.

9. Agent Memory Governance Lifecycle Flow

  1. Agent Memory Initialization

  2. Memory Validation

  3. Governance Coordination Inspection

  4. Runtime Integrity Verification

  5. Cryptographic Memory Validation

  6. Telemetry Synchronization Validation

  7. Fail-Closed Enforcement Evaluation

  8. Runtime Memory Approval

  9. Immutable Synchronization Persistence

  10. Audit Continuity Verification
