Abstract
EG-PLANE-001 defines sovereign governance control plane requirements for regulated AI and orchestration infrastructure environments.
The specification establishes mandatory governance coordination controls including deterministic runtime synchronization, fail-closed governance enforcement, cryptographic runtime verification, immutable synchronization continuity, distributed telemetry coordination, and execution lineage integrity across sovereign infrastructure systems.
The framework positions the governance control plane as the deterministic coordination authority layer for regulated runtime environments.
