Abstract

EG-PLANE-003 defines multi-region runtime governance plane requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory governance coordination controls including deterministic cross-region synchronization, fail-closed runtime enforcement, cryptographic verification continuity, immutable runtime consistency, distributed telemetry propagation, and governance continuity across sovereign infrastructure systems.

The framework positions multi-region governance coordination as the deterministic runtime orchestration layer for distributed runtime environments.


1. Multi-Region Governance Principle

Governed runtime systems MUST maintain deterministic runtime continuity across all regions and runtime domains.

Governed runtime environments SHALL enforce:

• cross-region synchronization continuity• orchestration coordination consistency• cryptographic runtime verification• immutable governance continuity• distributed telemetry synchronization• fail-closed runtime protections

Any unverifiable runtime condition SHALL trigger deterministic containment protections.
