Abstract

EG-INTEROP-001 defines governance mesh federation requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory interoperability controls including deterministic federation synchronization, fail-closed governance enforcement, cryptographic interoperability validation, immutable runtime continuity, distributed telemetry propagation, and governance federation consistency across sovereign infrastructure systems.

The framework positions governance federation as a deterministic runtime interoperability layer rather than an unmanaged distributed coordination model.


1. Governance Federation Principle

Distributed governance environments MUST maintain deterministic federation continuity across all runtime systems.

Governed federation systems SHALL enforce:
