Abstract

EG-INTEROP-002 defines cross-cloud governance coordination requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory interoperability controls including deterministic runtime synchronization, fail-closed orchestration enforcement, cryptographic interoperability validation, immutable governance continuity, distributed telemetry propagation, and cross-cloud runtime consistency across sovereign infrastructure systems.

The framework positions cross-cloud governance coordination as a deterministic runtime interoperability layer rather than a fragmented orchestration model.


1. Cross-Cloud Governance Principle

Distributed runtime environments MUST maintain deterministic governance continuity across all cloud domains.

Governed runtime systems SHALL enforce:

• cross-cloud synchronization continuity• cryptographic interoperability verification• immutable runtime propagation• distributed governance coordination• runtime integrity continuity• fail-closed orchestration protections

Any unverifiable runtime condition SHALL trigger deterministic containment protections.


2. Cross-Cloud Coordination Requirements
