11/11 Execution Governance Interoperability Initiative

Version: Draft v0.1

Classification: Runtime Trust Federation Specification

Specification Family: Governance Interoperability Standards

Abstract

EG-INTEROP-003 defines runtime trust exchange requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory trust interoperability controls including deterministic trust synchronization, fail-closed interoperability enforcement, cryptographic trust validation, immutable runtime continuity, distributed telemetry propagation, and runtime trust federation consistency across sovereign infrastructure systems.

The framework positions runtime trust exchange as a deterministic interoperability layer rather than an unmanaged trust coordination process.

1. Runtime Trust Exchange Principle

Distributed runtime environments MUST maintain deterministic trust continuity across all governance systems.

Governed runtime systems SHALL enforce:

• trust synchronization continuity• cryptographic trust verification• immutable runtime propagation• distributed governance coordination• runtime integrity continuity• fail-closed interoperability protections

Any unverifiable trust condition SHALL trigger deterministic containment protections.

2. Runtime Trust Coordination Requirements

Governed runtime environments SHALL maintain trust coordination systems responsible for:

• trust synchronization propagation• runtime telemetry continuity• governance routing coordination• distributed trust consistency• immutable audit continuity• cross-domain synchronization integrity

Trust coordination SHALL remain synchronized across all runtime systems.

3. Deterministic Trust Validation

Execution governance systems SHALL validate:

  1. Runtime Trust Synchronization Continuity

  2. Governance Routing Consistency

  3. Cryptographic Trust Verification

  4. Runtime Integrity Continuity

  5. Immutable Audit Synchronization

  6. Distributed Coordination Integrity

  7. Execution Lineage Continuity

  8. Runtime Trust State Consistency

Validation failures SHALL trigger fail-closed protections.

4. Fail-Closed Trust Enforcement

Runtime governance environments MUST operate under deterministic fail-closed protections.

Failure conditions SHALL trigger containment including:

• trust synchronization interruption• cryptographic trust mismatch• immutable audit discontinuity• distributed coordination inconsistency• governance routing interruption• runtime state divergence• telemetry propagation corruption• unverifiable trust transitions

Execution MUST default to containment during trust uncertainty.

5. Cryptographic Trust Verification

Governed execution systems SHALL implement cryptographic trust verification supporting:

• signed trust synchronization• immutable proof continuity• runtime integrity verification• distributed trust synchronization• governance evidence propagation• audit authenticity validation

Cryptographic verification SHALL remain continuous during trust propagation.

6. Immutable Runtime Continuity

Execution governance environments SHALL maintain immutable runtime continuity supporting:

• tamper-evident trust records• immutable synchronization continuity• distributed runtime replication• telemetry continuity synchronization• audit persistence continuity• governance evidence traceability

Runtime continuity SHALL remain immutable and verifiable across distributed runtime systems.

7. Distributed Runtime Synchronization

Distributed runtime governance systems SHALL synchronize:

• trust continuity propagation• runtime telemetry synchronization• distributed execution consistency• cryptographic synchronization continuity• immutable audit persistence• governance coordination integrity

Desynchronization SHALL trigger deterministic containment protections.

8. Runtime Trust Traceability

Governed execution environments SHALL maintain deterministic trust traceability including:

• trust lifecycle records• governance synchronization telemetry• orchestration routing references• cryptographic proof references• immutable audit records• distributed coordination metadata• execution continuity records

Traceability SHALL remain continuously available for verification and audit inspection.

9. Runtime Trust Exchange Lifecycle Flow

  1. Trust Federation Initialization

  2. Trust Synchronization Validation

  3. Governance Coordination Inspection

  4. Runtime Integrity Verification

  5. Cryptographic Trust Validation

  6. Telemetry Synchronization Validation

  7. Fail-Closed Enforcement Evaluation

  8. Runtime Coordination Approval

  9. Immutable Synchronization Persistence

  10. Audit Continuity Verification

10. Deployment Contexts

• Sovereign AI Infrastructure

• Cross-Cloud Runtime Coordination

• Financial Governance Federation

• Healthcare Runtime Protection

• Enterprise AI Governance

• Regulated Multi-Agent Systems

• Kubernetes Governance Coordination

• Distributed Runtime Synchronization
