Abstract

EG-OBSERVE-001 defines runtime observability governance requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory observability governance controls including deterministic telemetry validation, fail-closed runtime enforcement, cryptographic telemetry verification, immutable synchronization continuity, distributed runtime coordination, and telemetry lineage traceability across regulated infrastructure systems.

The framework positions runtime observability governance as a deterministic runtime assurance layer rather than a passive monitoring capability.


1. Runtime Observability Principle

Governed runtime systems MUST maintain deterministic telemetry observability continuity.

Governed runtime environments SHALL enforce:

• telemetry synchronization continuity• runtime observability consistency• cryptographic telemetry validation• immutable telemetry continuity• distributed governance coordination• fail-closed runtime protections

Any unverifiable telemetry condition SHALL trigger deterministic containment protections.
