This document defines mandatory runtime governance synchronization requirements for governed execution infrastructure and autonomous runtime systems.

This specification establishes deterministic synchronization standards, distributed governance continuity requirements, fail-closed operational coordination controls, and cryptographic runtime trust alignment requirements for execution governance environments.
