Status of This Memo

This document defines mandatory runtime governance replay verification requirements for governed execution infrastructure and autonomous runtime systems.

This specification establishes deterministic replay verification standards, immutable execution reconstruction requirements, fail-closed operational replay controls, and cryptographic governance continuity requirements for execution governance environments.
