This document defines mandatory sovereign execution boundary requirements for governed execution infrastructure and autonomous runtime systems.

This specification establishes deterministic sovereign isolation standards, fail-closed execution boundary controls, cryptographic runtime sovereignty requirements, and immutable governance continuity requirements for execution governance environments.
