Abstract

EG-ORCHESTRATION-001 defines governed runtime orchestration requirements for regulated AI and orchestration infrastructure environments.

The specification establishes mandatory orchestration governance controls including deterministic execution coordination, fail-closed runtime enforcement, cryptographic execution verification, distributed orchestration synchronization, immutable execution lineage continuity, and governance telemetry coordination across sovereign infrastructure systems.

The framework positions orchestration governance as a deterministic runtime control layer rather than an unmanaged workload scheduling process.


1. Runtime Orchestration Principle

Execution orchestration MUST operate under deterministic governance coordination.

Governed orchestration systems SHALL enforce:

• runtime authorization validation• orchestration policy synchronization• execution integrity verification• cryptographic runtime validation• immutable governance continuity• fail-closed orchestration enforcement

Unverifiable orchestration states SHALL trigger deterministic execution denial.
